Marcos's body lay in a glass case in Batac for 23 years until a 9-5 Supreme Court vote put it in the Heroes' Cemetery
Ferdinand Marcos died in exile in Honolulu on 29 September 1989. On 19 August 1992 the government of President Fidel Ramos and Imelda Marcos signed an agreement. The body could return, lie in state for nine days at the family home in Batac, and be "temporarily interred" in the family burial grounds there. Any move to another grave needed government clearance. The remains arrived at Laoag on 7 September 1993. On 10 September 1993 the coffin was opened inside a mausoleum in Batac and the body was placed under transparent glass for public viewing. It stayed there for 23 years. Rodrigo Duterte promised during his campaign to bury Marcos at the Libingan ng mga Bayani, the national Heroes' Cemetery. On 7 August 2016 his defence secretary ordered the armed forces to prepare the burial. Victims of martial law petitioned the Supreme Court to stop it. On 8 November 2016 the Court dismissed the petitions by 9 votes to 5. It held that Duterte was not bound by the 1992 agreement. Chief Justice Maria Lourdes Sereno and Justice Antonio Carpio dissented. Ten days later, on 18 November 2016, three helicopters carried the family and the remains to Taguig. Marcos was buried with full military honours shortly after noon in a private ceremony. He lies at the Libingan ng mga Bayani.
A family can keep a body above ground for decades while it waits for the government that will grant the grave it wants.
