South Korea could not collect 86.7 billion won of Chun Doo-hwan's forfeiture after he died

In 1997 the Supreme Court confirmed Chun Doo-hwan's life sentence and ordered him to forfeit 220.5 billion won. He was pardoned in December 1997, but the forfeiture stayed in force. At a 2003 court hearing on his assets he said he had 291,000 won, two dogs and some home appliances. Prosecutors seized the Yeonhui-dong house in 2013. In April 2021 the Supreme Court cancelled that seizure. The main house was in the name of his wife Lee Soon-ja and the garden in the name of former secretary Lee Taek-su. The court said the state could sue to return both to his name. Prosecutors sued in October 2021, and Chun died a month later. In March 2023 his grandson Chun Woo-won publicly called him a "mass murderer" and alleged that relatives lived on hidden money. These are allegations. In December 2023 the Seoul Central District Court gave the grandson a 30-month suspended sentence for drug use. In January 2024 a final 5.5 billion won from Osan land brought the total collected to 132.72 billion won. On 7 February 2025 the Seoul Western District Court dismissed the house suit because the forfeiture claim ended at his death and does not pass to heirs. The Supreme Court confirmed that dismissal on 2 April 2026. About 86.7 billion won remains unpaid. In September 2025 his ashes were in an urn at the house. His convictions bar him from national cemeteries.

What the law took from it

Under Korean law a criminal forfeiture dies with the debtor, so property already held in a spouse's or aide's name stayed with the family.

Family version vs. the record
