When the Bogd Khan died in 1924, Mongolia's government took his seal, declared a republic and banned the search for his reincarnation
The 8th Jebtsundamba Khutuktu was born in Tibet in 1869 and became head of Buddhism in Mongolia. When Mongolia broke from the Qing in 1911 he became the Bogd Khan, ruler of the state. After the 1921 revolution he stayed on as a limited monarch. He died on 20 May 1924. Under the constitution of 26 November 1924 the government took control of his seal. The revolutionary government declared that no more reincarnations would be found and established the Mongolian People's Republic. Rumours of a reincarnation appeared in 1924 and 1925. In 1926 the Great Khural passed a resolution forbidding searches, and a final ban followed in 1928†. A boy born in Lhasa in 1932 was later identified as the 9th. This was announced only after communist rule ended; the Dalai Lama enthroned him in Dharamsala in 1991 and in Ulaanbaatar in 1999. He died in 2012. On 8 March 2023 the Dalai Lama presented a small boy to a crowd that included 600 Mongolians in Dharamsala as "the reincarnation of Khalkha Jetsun Dhampa Rinpoché of Mongolia". The Hindustan Times reported that the boy was eight, born in the United States in 2015, and one of twins from a wealthy Ulaanbaatar family. The Bogd Khan's Green Palace in Ulaanbaatar is preserved†.
A title that passes by recognition rather than by blood can be ended by a government that controls who may do the recognising.
